The Lead Engineer is both an individual technical contributor and an assistant to the Manager in directing and monitoring the work, training, and quality results of the Transmission Planning staff to ensure the integrity, reliability, and resiliency of the OPPD Bulk Electric System and the effective utilization of OPPD¿s transmission facilities. Support the manager with motivation, coaching and mentoring of departmental personnel, evaluating their performance and identify strengths and weakness within core and technical competencies while developing activities, training opportunities, goals and objectives to improve them. Work through close collaboration with Transmission Planning Manager and Principal Engineer for all studies, processes, and execution of engineering assignments. Ensure compliance with all applicable SPP requirements and NERC Reliability Standards. Performance is measured by the safety, reliability, resiliency, regulatory compliance, overall performance and the engagement of the team.
1. Plan and direct the overall planning and compliance of OPPD¿s Transmission System.
* Oversee and provide technical direction for the long-range transmission expansion plan that aligns with plans for distribution and integrated resource facility additions to ensure an adequate, economic, and reliable supply of power.
* Ensure compliance with the applicable NERC (North American Electric Reliability Corporation) Planning and Operating Standards, the Southwest Power Pool (SPP) Regional Transmission Organization (RTO) Membership, Transmission Tariff and Criteria requirements for transmission planning, participates in applicable SPP working groups and committees and supports District input into the SPP regional transmission planning process.
* Ensure that computer models and study data, which are employed in transmission system analytical simulations, are complete and accurate.
* Ensure that facility interconnection studies are conducted to reliably support new load, transmission and generation interconnection requests.
* Oversee and develop System Improvement Projects to address deficiencies and improve operational efficiency and reliability.
* Participate in local and sub-regional transmission planning efforts and maintain effective District and industry relationships to remain abreast of all factors contributing to effective transmission system planning and to allow for District influence in such matters.
* Coordinate local transmission system plans with interconnected neighboring utilities and regional entities to provide for integrated, reliable regional plans.
* As needed, oversee or conduct transmission operational studies and develop operating guides to support reliable and safe operation of the District transmission system.
* Assist in technical review and process compliance for the team
2. Assist manager with the day-to-day coaching, feedback, reporting, performance evaluation and assignment of work priorities/workloads for team members. (As Assigned By Manager; 40% or less of role)
* In the absence of management, evaluate workloads and priorities and assign appropriate resources to ensure the efficient and effectively delivery of departmental products & services.
* Assist with the resolution of escalated issues, questions and work stoppage situations. (As assigned by or in absence of Manager)
* Monitor, coach and recommend additional training solutions for team members to develop the skills, knowledge and experience to be effective in role.
* Perform quarterly quality checks on job functions/individual outputs in area. Report findings to management quarterly.
* Maintain a detailed Subject Matter Expert with regard to the work and roles of the team. Assist in the training of new staff and cross training of existing staff. (As Assigned by Manager)
* Provide input to the development of performance management documentation.
Required:
* Four (4) year Bachelor of Science degree in Electrical Engineering degree (ABET-accredited degree)
* Professional Engineer (PE) certificate, NERC, or other or other approved job-related certification or means for reciprocity within six months.
* Five (5) years of equivalent engineering work experience. Master's degree may be considered for up to two years of experience
* Demonstrate a working knowledge of complex electric power engineering principles.
* Demonstrate expertise in complex power system analysis including computer applications.
* Demonstrate familiarity with transmission system design and operation.
* Advanced MS Office Professional Skills (Word, Excel, PowerPoint, Outlook)
* A valid driver's license
Desired:
* Master's degree in Engineering or Business
* Demonstrated capabilities of researching engineering and design issues, evaluating alternatives, making sound recommendations, and presenting recommendations
* Familiarity and experience in Electric power modeling software, specifically PSCAD.
* Advanced MS Office Professional Skills (Word, Excel, PowerPoint, and Outlook).
* Working knowledge of data collection and organization tools, such as Oracle, SQL, or MS Access
* Understanding of ANSI, IEEE, NERC, or other Standards and Guidelines as the apply to Transmission Planning
* Thorough knowledge of OPPD's T&D, Substation and Generation system.
