Position Summary
Under limited supervision, the Software Engineer II provides support to departments and end-users. Specifically, this Software Engineer II is a technical expert using standard application development technology, and methodology to gather, analyze, and document the system architecture. business rules and requirements from internal functional business units. Designs, builds, and facilitates the implementation of solutions to meet identified business needs, ensures the accurate implementation of District policy, practice, and processes within the Enterprise Applications area and Information Technology Department. The Software Engineer II is also responsible for application development targeting the District's public and private websites and to translate business needs into technical solutions for internal stakeholders. This role requires a unique blend of technical development, creative application development, design and business skills. The Software Engineer II will work with end users to determine requirements, project management to create project plans, schedules, design, code test and deployment of systems utilizing modern commercial and open-source technologies.
Education
•Required - Master's Degree in Computer Science , Information Technology, or a related field; plus three years of related work experience as indicated below. or •Required - Bachelor's Degree in Computer Science, Information Technology, or a related field; plus five years of related work experience as indicated below. or •Required - Associate's Degree may be considered with significant experience and relevant certification(s).
Minimum Requirements
•Required - Minimum of 3 years of related work experience, and a Master's Degree as indicated above, with experience in the following: - Developer Only: ABAP programming experience in IS Utilities modules and bill print workbench. and •Required - Minimum of 3 years of related work experience, and a Master's Degree as indicated above, with experience in the following: - Developer Only: Work experience directly related to the duties and responsibilities specified for this position such as using Java, J2EE, and relational database systems in Windows and Unix environments or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. or •Required - Minimum of 5 years of related work experience, and a Bachelor's Degree as indicated above, with experience in the following: - Developer Only: ABAP programming experience in IS Utilities modules and bill print workbench. and •Required - Minimum of 5 years of related work experience, and a Bachelor's Degree as indicated above, with experience in the following: - Developer Only: Work experience directly related to the duties and responsibilities specified for this position such as using Java, J2EE, and relational database systems in Windows and Unix environments or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. •Preferred - Minimum of 4 years of related work experience in the following: - Developer Only: Experience using UML modeling and competent with industry standard methodologies such as RUP. •Preferred - Minimum of 4 years of related work experience in the following: - Developer Only: Experience with Web Portal applications (e.g., Microsoft Sharepoint, Drupal, Apache Portals, etc.); familiarity with JSR-168 and WSRP. •Preferred - Minimum of 4 years of related work experience in the following: - Developer Only: Experience with portal, web and application server environments. Knowledge and experience with business process management [BPM] and service-oriented architecture [SOA] technologies. Prior experience of designing and leading the development of custom Innovations on SAP Cloud Platform or S/4 On-premise. •Preferred - Minimum of 4 years of experience in Linux or Unix OS with programing knowledge in Shell Scripts, Perl Scripts. •Preferred - Experience with portal, modern web application frameworks, and server environments. •Preferred - Software development experience in one or more platforms such as ABAP, Java, Python or Web technologies.

Knowledge, Skills and Abilities
•ABAP/4 development skills within multiple SAP modules such as SD, FI/CO, MM, WM, HCM, or EAM is preferred. •Knowledge of J2EE and/or .NET Framework. (Advanced proficiency) •Knowledge of XML, XML Schema, SOA and web service technologies. (Advanced proficiency) •Strong skills are required in one or more of the following: JavaScript, JQuery, SAPUI5, HTML, DHTML, XML, XMLST, or CSS. •Knowledge of relational database design, data access, and programming. (Advanced proficiency) •Analytical, problem solving, and organizational skills are required. (Advanced proficiency) •Teamwork, communication and interpersonal skills. (Advanced proficiency) •Familiarity with SAP and SAP NetWeaver is highly desired. (Advanced proficiency) •Ability to listen, comprehend and effectively document business user need and communicate them to IT colleagues. •Proven professional communication skills while maintaining a friendly, courteous, and helpful disposition with co-workers, management, and customers regardless of provocation •Ability to focus on business solutions and results first before technology. Possess strong customer service and leadership skills. •Excellent teamwork and interpersonal skills are required. •Capable of influencing others to achieve common objectives. •Effective time-management skills and ability to work with minimum supervision with competing priorities, while meeting or exceeding deadlines. •Capable of organizing, planning, and leading small projects. •Ability to learn new or upgraded computer software as required. •Strong goal and deadline orientation required. •Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). •Requirements of the job necessitate availability to respond to and support critical systems 24x7x365 within reason. Candidate is expected to work in or around the District’s service area.
Essential Functions
•Provide support for web and other open system-based applications. •Interact with business users to gain an in-depth understanding of business needs and requirements, assist in proposing updates and improvements, ensure agreed upon enhancements are well implemented through all phases. •Review existing programs and procedures to suggest changes which will reduce operating costs and improve efficiencies. •Perform general debugging, corrective and preventative maintenance on new and existing systems. •Develop technical solutions for specified architecture and technology, to enhance end user experience with high functionality and performance. •Develop and execute comprehensive and thorough test plans, document non-compliance during testing and report these occurrences to implementation team members. •Develop technical and end-user documentation. •Perform all tasks associated with the lifecycle of a system. •Stay abreast of technical updates and new technologies that may impact assignments by reviewing technical whitepapers and support forum information. •Handle stresses related to effectively completing the above referenced requirements. •Act within the spirit of District and Department values. •Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.
