Our client is seeking a dedicated and experienced Director of Behavioral Health Network to join their team. The selected individual will be responsible for planning, organizing, and directing the operations of the Behavioral Health Network, including the management of the contractual relationships with funding sources and with service providers within the network. The Director will also develop programs, policies, and procedures that support and promote the public behavioral health system, while meeting or exceeding state requirements, national accreditation standards. Join our client's team to make a meaningful impact, with your expertise, by shaping the future of behavioral health services in our community.

Essential Duties

  • Maintains the public behavioral health system of network providers and services: recruits, enrolls and retains providers; monitors the performance outcomes and contract compliance of network providers; conducts on-site performance reviews and fidelity reviews of service provision; supervises applicable plans of correction; monitors annual allocation drawdowns; designs and implements Request for Proposals (RFP) processes as needed; reports on program activities and outcomes.
  • Performs managerial and supervisory duties associated with the position: gives assignments and supervises staff in completion of work associated with the various network programs and services; hires, trains, coaches, counsels and disciplines; conducts performance reviews, and recommends salary increases; prepares for and conducts individual and staff meetings.
  • Works with a variety of community partners on various initiatives and committees to support and promote public relations and to develop short- and long-range plans for the public behavioral health system
  • Initiates various grants as they pertain to behavioral health and monitors grant activities as required.
  • Monitors applicable program operations for compliancy with contractual obligations to Nebraska Health and Human Services—Division of Behavioral Health; modifies program operations accordingly; provides reports on projects, activities, and performance results to the State, other regulators, internal departments, Behavioral Health Advisory Committee and to the Regional Governing Board, as requested.
  • Oversees the system coordination of network services for the public behavioral health system; coordinates multiple relevant trainings per year, provides technical assistance to network providers or community stakeholders; coordinates the Disaster Behavioral Health Response.
  • Develops the annual department and program budgets applicable to areas of responsibility, and monitors operational performance in accordance with the budget; reports on budget variances; approves expenses within level of authority; assists in the development of the Regional Budget Plan and presents budget(s) to the Behavioral Health Advisory Committee and Regional Governing Board.
  • Oversees the Projects for the select contracts. This involves reviewing and approving the contract from the state, as well as processing the contract for our local providers.
  • Participates in the general management and oversight of the organization, and leads or takes an active role in committee meetings and task forces; completes special projects or duties as assigned by the Regional Administrator.
  • Completes necessary technical training and continued education to maintain proficiency in assigned responsibilities and compliancy. Continues independent learning to stay current with state-driven priorities, contractual requirements, practices, and trends, as applicable to assigned duties and responsibilities. Participates in company-sponsored supervisory and management development activities.

Requirements

  • Master’s degree in Public Administration, Social Work, or Human Service area.
  • Five years’ experience in program management within behavioral healthcare or closely related organization, including both operational and financial responsibility.
  • Previous managerial experience with demonstrated supervisory skill.
  • Strong working knowledge of CARF regulatory standards related to behavioral healthcare service providers.
  • Excellent written and oral communication skills, including presentation skills.
  • Strong public relations skills
  • Proficiency in modern business methods, practices, and procedures; including use of related equipment.
  • Basic understanding of Microsoft Office and Excel.
